SAINT
Government House,
Hong Kong, 13 February, 1900.
Sir,
1900.
I have the honour to transmit for your
favourable consideration the enclosed copy of a letter from
the Director of Public Works together with a copy of the memo-
randum by Mr. Crook referred to therein, relative to additional requirements in connection with the proposed extension of storage reservoirs in Tytam Valley.
2. I have satisfied myself that during the construction of this work and of those which are to follow, the employment of a special officer and a European overseer will
be necessary, and I have therefore the honour to request autho-
rity to engage them.
3. As the new officers will enter into a
temporary engagement, lasting for a period of three years, and as their services will be utilised only in connection with the works I have mentioned, I do not propose that their salaries should be charged upon the Establishment Estimates, but that they should be paid out of the vote for the works.
The Right Honourable
JOSEPH CHAMBERLAIN, M.P.

Sir,
Your Most Obedient,
Humble Servant,
W. ROBERTSON
